The number of unaccompanied children arriving at the U.S.-Mexico border is growing — and, with it, the anxiety within the Biden administration. This is President Biden’s first real immigration challenge.

Factors like the pandemic, the impact of two recent hurricanes and the perceived lenience of the new administration have combined with longstanding problems like persecution and poverty to create a situation at the border than could become untenable without action.

But have the policies to deal with surge matched the compassion promised on the campaign trail?
